Can I use my IRA retirement account money for surgery?

Since is for health reasons.
Does it matter that the surgery will be performed in another country?

    Sort of.

    The ira withdrawal will add to your AGI.
    Take 7.5% of the AGI. The IRA money used to pay medical expenses OVER this amount won’t be subject to penalty.

    The requirement is that the surgery is for medical, not cosmetic reasons. The IRS is pretty picky about this.

    there is also an early withdrawl fee and it varies from company to company. just call the company you have your IRA with and ask them about the fees and taxes.

    The IRS will allow a withdrawal from a retirement account without penalty up to the amount minus 7.5% of your adjusted gross income for the year you make the withdrawal. For example, if you take out $10,000 and you made 70,000, you would have to make the 10% penalty on

    10,000 - (.075*70000) = $4,750

    10% penalty = $475.00

    You may want to check with the IRA custodian to see if they have a hardship withdrawal component. That way, you may not have to pay any penalty other than regular income tax.
