There is a simple form called a 1040A thats is for senior citizens who normally do not need to file but would like to receive the stimulus rebate check. You should file this for her, it is only a few lines long and very easy. If you do not want to file you don’t have to because your mother’s income is less than $3400. It would benefit to receive extra free money though! Medicaid is not entitled to a penny from her rebate whether she files or not. It is her money to do what she pleases with it because the IRS is not counting this rebate as income. For more info go to and click on rebate checks.
