I have worked several years in state service. I am moving to a federal government job. Can my years of service in state be used for my federal pension?

Depends on the contract your union has. Some to transfer and many do not.
Odds are your State yrs do not since you paid into a State Pension Plan and not into a Federal

Contact your state’s Civil Service Commission, and inquire.

    Or/and contact.
