You're wrong.  It's worse than that.  My wife used to work for a university where if there was funding or a way to get funding for a new employment position for a friend or relative, it was practically a done deal.  And just remember the way government agencies are funded...if they spend all the money they were given for this year's budget, they get more money next year, but if they don't spend all of this year's budget, they get less money next year!  There's no way to encourage frugal spending habits.  And she knows for a fact that every May when money needs to be spent up, faculty members and staff go to the university store or shops on campus and spend money on jewelry, computer parts or software, and knicknacks for personal use! That's how corrupt governments think, that's why this country has a 9 trillion dollar trade deficit, that's why Congress can't (or won't) get any real work done, and that's why, when I hear that 51% of Americans are ******* off the taxpayer's teat, I'm going to join them.</description>
